The focus of OPC is on serving small business who have the need for an employer of records service in Canada. Under the PEO model, an employer can outsource various employee management tasks including payroll, employee benefit administration, retirement savings plans, and worker's compensation processing .
In addition, as a PEO, OPC takes on the role of filing taxes, workers compensation, and other regulatory filings under OPC's business registration numbers and ensuring compliance with labour law in each and every jurisdiction. This eliminates the need for the international entity in particular to register with the various Government authorities in Canada. The relationship with the client becomes a co-employment - OPC looks after the technical side of employment and the client still directs the employee on a day-to-day basis.
